National Counseling Resource (NCR) delivers Substance Abuse Professional (SAP) Services that help our clients maintain a drug-free work environment. Under the Federal Department of Transportation (DOT) guidelines, NCR provides Substance Abuse Professional (SAP) Services nationwide to thousand of companies, from Mom and Pop operations to the largest corporations in the USA.

NCR's family of SAPs meets the guidelines of the Department of Transportations (DOT) regulation 49 CFR Part 40 and follows the procedures for conducting workplace drug and alcohol testing for the federally regulated transportation Industry.
Federal Department of Transportation Regulation
The Federal Department of Transportation Regulation encompasses all employees in the position of possibly causing harm to the general public by being impaired with alcohol or drugs. These included not only the 6 million truckers, but the also 300 thousand commercial pilots, air traffic controllers, Flight Attendants and boat/ship captains, Train engineers, all the bus drivers in the country.
DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) oversees 1.5 million miles of natural gas pipelines, thus the gas line welders and workers are also under this law. In the state of California law, it includes all taxi drivers and Limousine operators in the state.
